Crystallizing, the answer is probably all of the above and more.
What is happening to our cities? We, the US, went from, for practical start date, 1776, Westward Expansion and westward expansions, to mega superpower, a few decades later the cities that were built are havens for narcotics use, and more folks are lined up in little tents designed ofr 1 or 2 people to spend 1 or 2 nights camping in a backyard, than the populations of some small towns from earlier in the timeline.

Solutions are definitely needed.
